Mr. Mohammad Yousuf Khan, prior to formation of the LLP, has served as Director of Encon Asia (Consultants) Pvt. Ltd., an infrastructure consultancy company based in J&K. He has over 36 years of illustrious service in different capacities in the Jal Shakti Department of Jammu and Kashmir from where he superannuated as the Executive Engineer. Some of the key positions manned by him include Technical Officer in Srinagar Municipal Corporation, Project Officer in J&K Economic Reconstruction Agency and Executive Engineer, Ferozpora Basin Irrigation Division. Known for his technical and administrative skills,Khan is a trusted name in the sectors of water supply, solid waste management and allied urban infrastructure including urban transport, hydropower, storm water drainage, sewerage and sewage treatment. In initial years of his career, he worked on the execution of 105 MW Upper Sindh Hydel Project Stage-II, some major road projects of the state PWD and building projects of MES. During his tenure in Srinagar Municipal Corporation, he was associated with formulation of Vision Document for Srinagar City under JNNURM and also preparation of Tripartite Agreement document. He has also been associated with the formulation of DPRs under Basic Services to Urban Poor (BSUP), pursuing their appraisal and approval from MoHUA. During his stay in J&K State Power Development Corporation, he investigated a number of hydel projects and formulated DPRs for some hydel projects including formulation of their environmental impact assessment reports and environmental management plans. In Irrigation and Flood Control Department, he has been responsible for data collection and execution of a number of irrigation and flood control projects under various flagship schemes viz. AIBP, NABARD, PMKSY, etc. In the public health engineering sector, he has executed a number of water supply schemes both urban as well as rural. During his tenure, he has some notable achievements to his credit. During his tenure in J&K ERA, he has executed prestigious projects viz. Solid Waste Management, Drainage and Mechanized Car Parking, all under Asian Development Bank and World Bank Funding. Khan holds a Bachelor’s degree in Civil Engineering of the Regional Engineering College, Srinagar (now NIT Srinagar) and is counted amongst proficient solid waste management and procurement experts in the UT. He is also a Designated Partner of the LLP.
