Naseer, holds a Bachelor’s degree in Civil Engineering and a Master’s Degree in Water Resources Engineering of the Regional Engineering College, Srinagar (now NIT Srinagar) and is a Designated Partner of the LLP. He, prior to formation of the LLP has served as Director at Encon Asia (Consultants) Pvt. Ltd.,an infrastructure consultancy company based in J&K. He has over 36 years of distinguished service in different capacities in Jal Shakti Department of Jammu and Kashmir out of which 10 years are of senior leadership roles. Some of the key positions manned by him include Technical Officer in Srinagar Municipal Corporation, General Manager (Technical) in Jammu and Kashmir State Power Development Corporation (JKSPDC), Superintending Engineer in Hydraulic Circle, Srinagar-Ganderbal and Chief Engineer of J&K Urban Environmental Engineering Department. He has worked on a number of remote sensing applications projects in the state and has been the Principal Investigator of the project “Snow-melt runoff model studies on Jhelum basin” funded by DST, GoI. During his tenure in Srinagar Municipal Corporation, he was associated with formulation of Vision Document for Srinagar City under JNNURM and also preparation of Tripartite Agreement document. He has also been associated with the formulation of DPRs under Basic Services to Urban Poor (BSUP) and pursuing their appraisal and approvals from MoHUA. In JKSPDC, hehas worked on many hydroelectric power projects whether in planning, execution ormaintenance phases. His contribution in execution of 9 MW DAH and 9 MW Hanu HEPs in Kargil and 450 MW Baglihar HEP Stage-II projects is worth mentioning. He was also actively associated with obtaining techno-economic clearance (TEC) of 93 MW New Ganderbal HEP including its first-time tendering. He has also been Manager, Football Team of JKSPDC. As Superintending Engineer, Hydraulic Circle, Srinagar-Ganderbal, the JK PHE Water Billing App under his oversight underwent massive value addition for making it consumer friendly. He is also credited with getting the basic preparatory work of “Jhelum River Front Development Project” under Srinagar Smart City Mission done. Besides, during his service tenure in the government, he hasalso been associated with the flagship schemes of GoI viz. NRCP, AMRUT, AMRUT 2.0, SBM Urban 2.0, etc. and has always tried to assume leadership roles irrespective of his positions. His key skills include due diligence, sustained follow ups, objective planning and decision making. He is known for his interpersonal skills. Naseer, has received a number of in-service trainings from various institutes of state/national/international importance and has attended/participated in a number of seminars/symposia/workshops. Naseer is also a fellow of the Institution of Engineers (India).
