Nazir Ahmad Bhat

Er. Nazir A. Bhat is the Director of EnCon Asia Pvt. Ltd., Jammu & Kashmir, India, and a retired Superintending Engineer from the Jal Shakti Department, Government of Jammu & Kashmir. With more than 37 years of extensive professional experience, he has contributed significantly to the planning, design, and execution of infrastructure projects across civil, water resources, and environmental engineering domains. His professional journey reflects a deep commitment to innovation, sustainability and quality in public infrastructure development.

Throughout his distinguished career, Mr. Bhat has held leadership positions overseeing major government and externally funded infrastructure projects. He has played a pivotal role in investigation, conceptualization, design and preparation of Detailed Project Reports (DPRs) for numerous drinking water supply, irrigation and drainage/sewerage projects across Srinagar city of Union Territory of Jammu and Kashmir. His expertise extends across the entire project lifecycle—from planning and design to implementation, construction, commissioning and operation & maintenance, ensuring functional, sustainable, and high-performing infrastructure systems.

As a Technical Expert with the Economic Reconstruction Agency (ERA), an SPV of the Government of India, Mr. Bhat provided strategic and technical guidance for Asian Development Bank (ADB)funded projects implemented across Srinagar city. His tenure at ERA was marked by successful delivery of state-of-the-art projects in water resources management, urban and municipal utility engineering and drainage–sewerage infrastructure. He worked closely with multiple stakeholders including government agencies, international consultants and contractors, ensuring that projects met global quality and performance standards.

Mr. Bhat’s exposure to international consulting organizations and his engagement with multilateral funding agencies such as ADB have refined his understanding of project governance, environmental safeguards and compliance with international best practices. His work emphasizes efficiency, transparency, and innovation, particularly in addressing the unique engineering and environmental challenges of the Himalayan region.

Over the years, he has demonstrated exceptional ability to formulate technically sound and economically viable solutions to complex civil and water resource challenges. His leadership in integrated project planning, cross-functional team management and technical oversight has led to successful completion of numerous infrastructure projects that have improved the quality of life for communities and strengthened the region’s water security framework.
